Bounded: max 8 tool rounds per turn, 20 questions/hour per IP, $5/day cap (configurable via OPUS_BUDGET_DAILY_USD). Saved / recurring questions land in a follow-up; for now use Cmd+K and keep a separate doc.

v1 reads via CSV upload + KV. YOUTUBE_API_KEY enables automatic refresh; BLOB_READ_WRITE_TOKEN enables raw-CSV audit storage. See the build plan for the rest of the rollout.
